Not a specialist with Italy.
From my experience, I would suggest genuine.
Most have inverted numerals, no confirmative links just
my searches in the past.
Suggest a value around $1

Any members know Italian Philatelic for Inverted centre?
Centro invertito ?
or would it be inverted numeral?

"Cifre capovolte" (literally "upside down figure [of value]") is what Sassone calls this - #21a. Mint value of 12 Euros, as compared to value of 1,50 Euros for the regular (#21), so not that uncommon. Sassone goes into great detail on the various oddities of positioning for the value figure.

In general, Sassone prices for this period are based on "mediocre centratura", then they assign a premium for excellent centering ("ottima centratura") - such as 2x.

Of course, take those prices with a large grain of salt - Sassone CVs seem on average to be even more inflated than Scott CVs. This stamp can be found not inverted with similar centring for 50 cents online.
