Guess:
Indian state of Dhar (Which you have upside down)

Our resident specialist Joy, shall offer confirmation and details, no doubt.

Dhar is a city located in the Malwa region in the west of the state of Madhya Pradesh in India. The city is the administrative headquarters of the Dhar district. Before Indian independence from Great Britain, it was the capital of the Dhar princely state.

This is the correct orientation.

This is mint Dhar 1897 ˝P black on thin brown red paper imperf. typeset stamp (SG 2) from Setting VI and position R1/2 (2) in sheet of 10 (5×2), characterized by the spade at the lower right corner rotated 90° to the left and right 3 sigmoidal designs above the top frameline being inverted.

The black oval negative handstamp on the stamp reads RANGANATH PURUSHOTTAM, the Superintendent of Post Office, Dhar State Post, in Farsi alphabet, which was impressed on Dhar typeset stamps to validate the stamps for postal use.

Farsi Inscriptions in the Seal:

Description of the Inscriptions in Devnagari Script:

At the left is veryically printed Dak meaning Post, at top is Darbar which literally means royal court but here it implies State.

The state name Dhar is printed vertically on the right side.

Below is the denomination Ardha Dabal.
