That looks like a poorly, regular perforated stamp to me

From what I read; at the end 1912 some perforations were done with old perforating machines when the comb perforating machines were under maintenance.
Could be one of those?

Yeah, that doesn't look at all like either the normal comb or harrow perforations. Facit states that rough perforations exist fairly evenly distributed over the series with a value adder of +15 SEK.
