Almost certainly. Sassone doesn't list an invert ("effigie capovolta") existing for this Napoli issue (Scott 25, Sassone 22), and counterfeited inverts are apparently common with this series.

Most of this stuff is "printers waste" and you find examples in many large old WW collections.
