But it is also quite poorly centered so it might indeed be printers waste? I always thought that quality was not a high priority on revenue stamps? Don
This is listed in the Scott Specialized. #RB22a. Catalog value $12.50 per horizontal pair, imperf vertically. It's one of the cheapest imperf between varieties.
The missing rouletting, in this case the vertical roulettes frequently escaped the BEP, going undetected by the examiners. This led to the switch to hyphen hole perforations on the Battleship stamps (listed in the Scott US Specialized), which were much more easily checked for missing separations. Collect them both!
