The cutout is a punch cancel; physical defacement ensured the stamp couldn't be reused. IIRC, stamps for beer kegs were similar, in that tapping the keg would punch through the center of the stamp.

The second stamp (Sc #REA188) is part of a series of nine in volumes from 1/8 bbl to 500 bbl, issued from 1934-1945.

I don't believe the post prohibition stamps were put on kegs. I think the cutout was kept with one set of paperwork to prove the tax had been paid, and the stamp was with the other set of paperwork.

The beer stamps with cutouts were used to document the payment of the tax on bottled beer. The cutouts stayed with the paperwork at the brewery and the whole stamp with a piece removed stayed with the government paperwork. Somehow a lot of the whole stamp with cutouts came into the public possession when the reorganization of IRS took place. Paper recycler may have spotted them and rescued them for us stamp collectors.

Those examples without the cutouts were indeed used on kegs. But the revenue stamp collectors from the post World War II era were not diligent hoarders like the collectors during the Depression.

revenuermd is Ron Lesher, one of the giants of revenue stamp collecting. He knows as much about alcohol and tobacco revenues (among many others) as anyone alive today.

I was lucky enough to meet Ron while he was at Eric's table last week at the APS show in Chicago!
