I never expected that naturalization docs would be available on a local level unless maybe "naturalization" doesn't relate to immigration to Canada. I also assume that the new applications were receipted separately with their own revenue stamps.

The gentleman requesting the papers was using a letterhead document from the municipality, as it was his office as he was the secretary/treasurer named on it. It appears as a public servant he was requesting the supreme court in Swift Current Saskatchewan to send him copies of public records, and I assume as a legal document it required the law stamp to pay tax. Maybe he needed to get proof of Canadian citizenship of others wanting or working in the municipality, as well as getting a copy of his own.

Anyone who immigrated or was an alien in Canada wanting and allowed to become a Canadian citizen could apply to become a naturalized citizen. The following is the oath they would have to swear to.

"I swear (or affirm) that I will be faithful and bear true allegiance to Her Majesty Queen Elizabeth the Second, Queen of Canada, Her Heirs and Successors, and that I will faithfully observe the laws of Canada and fulfil my duties as a Canadian citizen."
