Free Frank Meter 1944 - What Was The Name ?

This free frank is on a OHMS letter from Ottawa dated April 1944. I cannot read the signature - possibly John Chillian ?? but if it is I cannot find any info about him.

Does anyone recognise the name and if so who was he?.

I do not know if the FINANCIAL BRANCH cachet was applied by the sender of recipient.

The extra lines in the "S" make me think "de Sullivan", "O'Sullivan", or a middle initial.

This may be a possibility? Link below.
It states that he was an MP only until Aug 1935 but if you move down to where it says Federal Public Office he was Deputy Minister of the Post Office from 1935 - 1945.
Maybe this is your man and it was generated during his tenor as Deputy Minister of the Post Office.

Thank you for the suggestions and the link that will prove very useful. Just one correction according to other sites he was the Deputy Postmaster General rather than Minister as that link shows. That makes more sense as he was not an elected member at the tine
