Tax-addicted states like California excel at assessing and collecting use tax on overseas shipments that pass through a customs broker at the US port. Buyers of large or high-dollar items from foreign sellers should determine exactly how the seller plans to ship, as it's possible for the seller or its carrier to route through a customs broker without advance notice to the buyer. Then the broker holds the shipment hostage until you pay the tax and their fee. Of course, the seller and carrier are only trying to adhere to the law. Budget for the use tax and presume you will pay it, or don't buy.
