Have you given thought to making your own. There are a number of free album page software applications that are pretty good and there are some that you can purchase as well. I us MS Publisher for example. There are a number of discussion threads about it on this board.
The simplest way to do it, and with a program you already have (well, 90% sure of that, anyway), is with MS Word. If you're only looking for borders, then you can layer text boxes, each with a different color border and thickness of your choosing, on top of each other to get a red-white-blue border effect.
