Looks to me like a Bulgarian stamp. But it's been more than a few years since I collected non-US stamps. So I could be wrong.

Bulgaria. Check postal tax listings.

Believe it is a fund-raising issue. For sanitarium(s). For postal, Telegraph, and telephone workers.

(My Cyrillic is a bit rusty.)

Yes, as Calstamp noted, this is a postal tax stamp with this one/color issued in 1926.

Hi War Eagle, the stamp is a Bulgarian Postal Tax Stamp, Sc.#RA2 if it's a chocolate color. Sc.#RA1 if black and greenish blue.
