Recommend you take a scan of it out of the mount so we can clearly see what is going on there.

It looks like several folds have given interesting perforations. As recommended, please give me a scan, not a photo, of both the front and back.

I dont think it was folds at all. A closer inspection of the current image revealed a hinge mounted at an angle on backside. The piece was not well aligned with the rest of the stamp causing the oddball look at quick glance. Sorry to say, but to put it bluntly, its basically garbage. Turn that rectangle 90 degrees and it will outline the torn piece.
