Jim Forte's website has PO listings including the sequence:
Counover, Winneshiek County, Iowa, 1865-1881, and
Conover, Winneshiek County, Iowa, 1881-1914.

Spelling:
"Connover": in Postal Bulletin #125, dated July 29, 1880, appointing a postmaster there.
And the apparent spelling on your cover.

"Counover": in January 1882 Postal Guide, in 3 places for the general, state, and county lists, which is after the 1881 date provided by Forte.

I am unable to locate a "name change" listing in this era in the Postal Bulletins despite several search permutations on the town and county names.
