I would guess "Pa. Inf." since the sender is in Pennsylvania.

I think the "Y" at the end is a comma, when looking at the other commas.

Poegt or regt - maybe a abbr for regiment?

As for the stamp not originating on cover, I would assume that if someone put a stamp on a cover it would be to add value and this damaged stamp doesn't.
