Not sure if my typing is correct

I have it as "NSO 5 stang " (Satang)
NSO = Thai National statistical office

But that can't be correct
Help!

Rouletted (My Guage does not go down that far) possibly around Roulette 5
Looks like some sort of Armed forces due?

Actually that was rather easy to solve, measure it in 20mm
answer : 6 and a bit

The "old" wrong translation was civil Defence. The most accurate description is Public Welfare
