The bottom portion was used by the sender to fill out the 6 digit postal code, with the name and address printed above. It must be mailed within Canada as a result, and not the the US for instance. The idea according to my 2019 Unitrade catalogue, was that automated equipment could read these codes faster, and process the mail faster during xmas season. It was an experiment that lasted between 1983 and 84. Known as 'Stick n Tic' labels now. Cat value $6 CDN. I know I have a few around. 1-ST from 1983 has the traditional candle image, and 2-ST from 1984 has a more modern, artsy candle.
