It was from a prison. I have a large collection of mail that comes from prisoners which has various forms of incorrect postage.

It did not come postage due.

Makes sense, in prison real postage stamps are used as a type of prison currency making it likely that any real stamps are commandeered for that purpose instead of being used as postage.

Interesting! Many correctional facilities use meters or embossed envelopes to avoid anyone hiding things under a stamp.

Add: I would not call this a "stampless" cover. There was clearly an attempt to fool the system.

Prisoners are some of the most creative people in the World. I was involved in the construction of a number of prisons and the field personnel from the Folger Adams lock company had some incredible stories about prisoners circumventing lock mechanisms. Now most locking systems are remotely operated and use pneumatic power and electricity but the actual locking mechanisms can still be toyed with. One prisoner used a modified transistor radio to concentrate orange juice he collected from whole oranges he took from the Mess every day into a highly acidic form and applied it to the lock. He got the door open. Some prisoners just put their urine into the mechanisms over the course of years and destroy the non-stainless steel components. It is just to show that they can do it. They can't really go anywhere useful. It gives them something to do because it can be a very depressing place. A lot of effort and money went into anti-suicide engineering and material. Collapsible clothes hooks, frameless bunks so you cannot tie anything to it (Epstein was a headscratcher), special light fixtures that you cannot hang anything from and so on. Special steel walled and doored showers that you locked prisoners in that refused to bathe and the water was controlled from the outside. All of the caulking between the pre-cast concrete units had to pick-proof so that you could not take it apart or cut it to hide any objects/contraband.

On the other side depending where you build and the color of the money involved things can get somewhat more pleasant. I built a prison adjacent to an Air Force Base and the cells had to have really expensive acoustic glazing to mitigate the aircraft noise and the security lighting had to be redesigned and reconfigured to cut down on allowable light for sleeping. The design had called for some ventilation from operable windows but because they were special acoustic units we had to do a Change Order to air condition all 1200 cells and of course all of the common areas. Millions for that one.

I loved eating at all of them though. Amazing kitchens with culinary education programs and great food! Problem was that prisoners love to flush plastic utensils down the toilet and they clog up the muffin monsters and pump stations which is non-stop headache. They would also flush bed sheets sometimes which was a real mess.
