My guess : 18
That Pmk is not familiar to me.
Numeral is offset.

The seriffed "1" looks OK
there is a "13" here

I would say either 18 or 13, leaning towards 13. It does look a little more like a 18 (Kingston) but 13 (Fredericton) is far more common for that issue from what I know.

Nice pic Don..
Trodent, I put it through my GWYDDION {FREE} software and take a look at my arrow...I believe it is a smudge..Remove it and you have a nice "3"..I am 95 percent certain that is what it is..My opinion.
