It reads "PROVISIONAL GOVERNMENT" - maybe an unissued stamp of a government in exile?

Perforated inverts are listed.

I wonder if the notes "brown and green CV$12"
refers to the invert?

My Hellas covers these issues for the Therisson rebels in 1905 and doesn't call out inverts, but does say forged stamps exist, forged cancellations on genuine stamps exist. My guess is the printer or a forger was out to make a little extra on the side.
