Why The 20c Due On This Ux48 (4c Precanceled Lincoln)?

This UX48 postal card has a "POSTAGE DUE" and a 20c meter printed from Wheeling, W. Va on it. Why is the postage due 20c instead of 4c?

The postal card was returned to Wheeling with auxiliary markings including the "RETURNED FROM EAST LIVERPOOL, OHIO DUE _ _ _ _ _ CENTS".

Perhaps was one of five returned and paid together, this one being the top of the stack?

I agree with your analysis. A 4 cent charge for each returned card AND a "top of stack" use.

From the 1954 "Postal Manual", Section 158, see the beginning of the first class section.

And it appears this regulation was still in effect in the mid-1960s when your card was mailed.

Nice busy postal card.

*Pointing hand - returned from...
*Postage Due meter

217 Union, Batey J M Co. (roofers) - Listed in 1958 city directory; seems to be out of business in 1966.

I was curious they were asking for quotes from a company in another state, but it's only 49 miles from East Liverpool to Wheeling.

Thank you, John, for confirming this likely case, and providing the additional postal regulation info.

Pat - I was thinking about that as well (why solicit quotes from a different state?), but didn't check to see how close the locations were! Thanks for checking!
