Is it possible to accurately identify these three stamps simply by measuring the height? The height is 25, 23 and 24 respectively. In other words, if you have one example of each, can you simply place them side by side and compare the heights to get an accurate identification of each?

For these three stamps, yes. But make sure you have a rough idea of how much is 1mm. You don't want to be scratching your head over something that is 0.2mm difference. The difference should be very noticeable (not something you need to squint or use a magnifier).
