International Post Card with Postage Due.
Looks to have been written Oct.13 and sorted Oct.23

July1, 1979 - December 31, 1981: 35 cents for the 1st 20 grams.

Rate seems to have been the same for international letter or post card.

T=18/35 -18˘ short on a 35˘ rate (no return address, so collected in Iseral).

What does the small box say in lower right, and what was collected (in Israeli Sheqel)?

What do the abbreviations in the big box stand for?
E.T.L. - L.P.P. - C/L - S/L

The Hebrew above 23.00 reads "To Pay."

At the time, the Lira had just been substituted for by the Sheqel. At the end of October 1980, the exchange rate was about 186 Sheqel to a Canadian Dollar (Bank of Israel historic FX-rate tables).

I may be able to help with the letters TRI C/L S/L SORTATION.
This designates the area inside the sortation plant in St-Laurent Province of Quebec. It is bilingual.
TRI means sort and you see the same word at the end SORTATION
C/L is the French initials of Court et Long meaning in English Short and Long. This is for small envelopes Short is #8 envelope and Long is # 10 envelope.
This section is different from the O/S Oversize section where the large flat envelopes are sorted.
You may try guessing the other initials on top.

I just figured it out.
The letters ETL = Etablissement de Tri des Lettres (French)
LPP = Letter Processing Plant (English)
