I've not been able to indentify the overprint (postmark?) on this stamp. I believe it may be part of a booklet pane as per Scott 82b. Any information would be appreciated.

I can't translate the script but it could be a ownership mark for a business to prevent thief . They use messengers to deliver mail to the post office and this prevents thief .
