R44c Printing On Reverse?

I have several of these and am wondering if they are printed on some form of a document, but being backwards print, a bleed form a document being laid on it when wet?

Ideas or worth?

Soak the stamp in water and it will come off. The stamp was peeled from a document and it pulled some of ink from document with it.
