U.S. postage not valid in Canada, so treated as fully unpaid, due 4 cents times 2. Rate should have been 4 cents Canadian postage at that time. The exchange rates were close enough, that when doubled, etc., the recipient had to pay 8 cents (to the U.S. ironically)
