I found following listing on ebay.

It is a light air pump. Why this should move the stamp without damaging it is beyond me. You do not blow of a stamp when it is affixed by lightly pumping air at it. Nor do you want to point it at your pile of sorted stamps, as lightly as it makes the air flow. Maybe your wife wants to use it, after opening the windows first.

Also nice the lister knows what it is for, but not when this was used.

If it is an air pump then at the upstroke their is a vacuum. Maybe its for sucking stamps from a glass plate or a smooth table.

I've only seen one of these before and was told it was a 19th century European version of stamp tongs.
Not to remove it from covers or stamp albums; just a way to pick up a stamp. Like a vacuum.

It's a long shot:but what about disinfecting mail? Spreading the powder over letters or something?

I'll go with jossanders52's idea..that's the first idea that popped into my head; no fingerprints and no damage from tweezers.

I like rogdcam's comment but I wouldn't want it popped into my head!
