IRS Insert In My Mail

My experience may interest some folks here.
This is a first for me and I am interested if anyone else has experienced this.
And all of you retired USPS folks, please share your insights.

I recently received a small stamp order in a 3 x 6 inch envelope.
My address in California was typed and accurate.
The envelope was mailed from the state of Washington with a return address.
I thought it was odd that it had taken over 10 business days, but with the holidays and recent slow downs - I wasn't surprised.
But when I opened the envelope I was surprised that it had gone to the IRS processing center in Ogden Utah!
They opened my mail (as explained in the insert) and realized it wasn't a payment
So they put the insert in the envelope, taped up the bottom and put it in the mail.
The only postmark is from Seattle WA.

Maybe they were looking for the sales tax payment from my HipStamp order?

Well I thought it was odd and wanted to share.
