A very unusual style not consistent with a standard USPOD device.
The wavy lines are far more typical of a machine cancel, not a handstamp. It appears the circular ring usually containing the city/state is missing, but the changeable date slugs are in the central slots.
Is has the closest resemblance to some of the Multipost cancels applied privately by mailers similar to these:
