I'm trying to determine if this is a printing error- Line running through Block. There is no evidence of folding or creases. The stamp is NLH, in book. Thank you.

Can you provide better close-up photos? Include the right frame lines on the right two stamps. I am not seeing this a surface stamp damage immediately, rather something else is going on.

It appears to me that several blocks were stuck together and when they were separated it pulled ink off.

The gum and its adherents gives away the answer of damaged. That said it is interesting that the adhering seems to be along the gum breaker ridges. This leads me to think the damage occurred during the production and distribution process but not specifically during the printing step. Perhaps the sheet stack was too thick for the moisture content of the gum/paper at the bottom of a stack of printed sheets.
