Anyone Recognize This Overprint On China Sc# 267?

I have this $5 Chinese stamp from the 1923 re-engraved second Peking printing. It appears to have a 2 character overprint in black. I don't read Chinese but I also don't recognize the characters from other overprints. I'm sure I'm just overlooking something simple. Can anyone help me ID what I have?

it is "xi ning" in traditional Chinese, which read from right to left. Xi Ning is the province capital of Qing Hai, China.

It is an anti-bandit overprint; applied by different towns (with the town name) to limit the distribution of stamps.They come in different types and colors.

Thanks everyone. Now knowing the city and the terminology (anti-bandit chops), I am well on my way to correctly understanding this stamp.
