I'm thinking this is a slogan cancel that may be too new for my Luff catalog. Either that or it's not a slogan cancel at all.

Any ideas ??

not a slogan, it is a flag cancel from Great Lakes IL

To add, this was for mail handled by the Navy's Great Lakes training station. In use between 1918 and 1921 according to Langford's Flag Cancel Encyclopedia, with a similar flag cancel with the inscription "U.S. RECEIVING SHIP" being used around the the same time.
