Hi all
I have looked everywhere to try and identify these stamps.
Can anyone also explain the cross and what it means?

Often that cross is used in connection with anti tuberculosis work. However it may have also other meanings in France.

Your second stamp says Liége - Luik. That is a town in Belgium (with bilingual name, both French and Famish [=Dutch]) I would take that to be a label from Belgium.

These are Cinderellas. That means they pay no postage.

The first one is also a Belgian cinderella, being written in French and Flemish languages, with a statue showing a barrel-maker and the name of the craft in both languages.

The third item, looks as a French 1930's pro-tuberculose cinderella.

Those "La Belle France" labels were not issued to fight tuberculosis and I had never seen before the cross of Lorraine on one of them.
Maybe a home-made overprint.

Now I understand why I can't find anything.
I have spent days searching the internet and zip (nothing) except I have come across the symbol on many Belgium stamps.
But none had the circle around the cross and most were red.
That left the black overprint which seemed odd

If I understand this link, they are tourism labels. Annam was the central region of Vietnam. It included the Central Highlands. Tonkin was the northern region and Cochina was the southern region.
