Trying to identify this item just found in cigar box of misc - curious as to which country issued it - don't think it is worth much but curious as to origin. Any thoughts? Thanks

I had no idea this was unknown to some, I had presumed everyone knew

The place I go, before asking a question here on an unknown stamp.
You shall enjoy that !

The wording on that label is confusing (missing an period?)
Is that a postage due? or a "postage due, postage due"
