Actually, for this, we would be taking potshots at the Bureau of Engraving and Printing.
It's pretty radical, but I would put it somewhere south of $200 retail unless the pawn guy creased the pane and cover and got burger grease on it. One thing is that this booklet-only stamp is well-known for relatively bad production. To take another potshot: is there something like this on Billsbargainstamps? Then the rule of thumb says that if the retail there is $600 or so, then it's worth more like $200 (if not faulty).
As for "stamp store", is there a stamp store within a hundred miles of the booklet owner?
Yet: 1. A Google search for "stamps" also gives you many more rubberstamp dealers for the scrapbooking crowd. Now normal for the US. 2. If that dealer does stamp shows, when they are gone, the store is left open with someone that's just a salesperson with no ability or permission. If you hear, "The owner will be back in 3 weeks and he'll be able to tell you then", you'll likely look for other places to get a valuation or offer even if you do return. Many if not most US stamp dealers are basically one-person operations.
