Question About "Specimen P.o.d." Overprint

I found a Scott C39 with a two line overprint: "Specimen" on the first line and "P.O.D." just below it. This is not listed in the Scott catalogue as either a variety or as a specimen. I have tried -- and failed -- to find an explanation in the philatelic literature of this use. I do know the PF has issued at least two opinions that the overprint is bogus, but I do not know if that means there is a legitimate one.

Does anyone know the genesis of this overprint?

Unfortunately I do not own the copy I saw, and I do not have a picture. But, here is a link to a copy that the Philatelic Society found as counterfeit. The one I saw looks like this one. If for some reason this link does not work, it is Certificate # 494720, and can be searched and found at pfsearch.org. http://pfsearch.org/pfsearch/images/494/494720.jpg

The above image is from a Siegle Power Search. It is currently listed as lot 579 in Sale 1254 closing 4/6/2022. There are two panes (C39a) and two blocks of 4 (C39) with one example of each with the small and large type varieties. No certificate mentioned but attributed as ex-Brett (George Brett, died 2005).

The same(?--very likely) group was sold in 12/16/2008 as lot 4051 in Sale 967 at a price of $425.

The Phillip R. Beutel Collection sale held 6/23/2010, Sale 991, lot 1375 was a very large specialist lot of just C39a and C39c panes and full booklets. Unillustrated, the group may have been contained within. He was still building his US booklet collection in 2006.
