Kudos for offering back side.

Looks like Taisho Granite Paper 1916 General Revenue. (Watermark Vertical waves)
NARUMI #226 3 Sen Violet
Normal Chrysanthemum Japanese Icon, with Chrysanthemum leaves below.

Author Anker Nielson quotes Shimomura, that "Granite paper began in 1924" so looks like there is some dispute there.

Narumi has the Taisho White paper of the same design, at 1937

As I cannot read Japanese, Narumi of 1916 looks much like yours
and has as a more "Indigo" colour look.
