I would have the postmark expert's way in to make sure that is a valid post mark from San Francisco for the period. I know they can post a letter decades later, yet a valid cancellation from that time period (20 odd years) is always helpful when validating.
Thanks for the comments. I searched at Siegal's with the key word "San Francisco" and Scott #16, there are many of them. So this cancel should be very common on a #16.
