Welcome Gongman.

This is indeed Hope Town, Cape Colony.

The cancel illustrated is Putzel Type 4. The "T.O." indicates Telegraph Office, and it is known used as a postal canceller.

Putzel allocates a scarcity rating of 200 (equivalent to US$36 in 1992!)

That explains about the postmark, thanks for all the details ! Need to find a diamond, to go with the nice card.. The card writer may have been soldier in the Boer War ? A natural reflex, to write his mother, but in Germany (they mostly supported the Boers ??) Looking at some old maps, Hope Town was near the area "Griqua Land West" and Orange River Colony, a kind of "tri-point" on the map, where the river defines the border.
