Japan Cover 1911 Question About Rate

This is a registered cover from Tokyo to NYC to the consulate general of Japan. It is franked with 38 sen of the kiku definitive issue. My question is what explains this rate? I think double rate would be 20 sen plus 10 sen for registration.

Thanks to Parcel Post Guy, I now know that this is a quadruple rate registered letter to the US. 10sen for initial rate and 6sen for each additional weight (18 sen) increase plus 10 sen for registration = 38 sen
