My best guess is that it's Scott #632, 1927, rotary-press, perf. 11x10½, just like my own here...

In future, it would be best to present an image that's square and true, like my own. That way, a more accurate assessment may be made.

I do not understand your guaging.
The lines do not match up, with the perforation tips.
