Hi, I found this offset (set-off) today on UO1. I'm wondering if this was a common error for this stamp or was anyone aware of it at all?

As an aside, the "3200" was the Scott catalog number for this envelope prior to 1940 when Scott introduced the alphabetic prefixes for various back of the book categories. The "70" was the value (in cents) for an unused cut square. I have no absolute idea what the "38" means although it would correspond correctly to the 1938 catalog listings.

This may not be set-off. It may be the previous impression had no paper so the bottom side of the die pair got inked and then printed on the back of the next.
