This is not a meter imprint but a permit imprint that probably has been printed.

It's the same concept as today:

With a permit, and despite saying "1c paid" (or just "paid", as in Rod's example), the mailer did not actually pay anything until they brought their bulk mailing to the post office for posting.
These clippings have very minimal value.
