Is it normal to have the N reversed? Any other examples?

Of course it isn't, but the carvers had to think how it would appear in reverse when inked and applied. Reversals are not uncommon.

I saw no similar in Skinner / Eno
"Simple Letters"

Any reason why Del Norte would not be listed in Skinner?

There is a cover in Siegels 1958 auction
but the image is too unclear for the cork cancels

The various fancy cancel monographs contain what was known to the author and are a mere sampling of what was produced. Consider, there were 43,558 post offices on December 1, 1880, most of them 3rd and 4th class. Skinner/Eno is too early. Nor is it in Cole's Banknote cancel book, which does cover the correct era.
