With no indication of the letter being returned to sender, it must be assumed delivered as addressed.

The numbers are 265 and 267, 2 digits apart, which would leave an intervening 266 for the 1.5 cent value. I suspect these are catalog numbers, just not Scott.

Those might be Michel, if the top one is 263 with bad handwriting. The green one is MiNr. 260 and the red MiNr. 263.

What can confuse the entire catalog number question is that the 1-cent is a booklet single.
