I purchased some large boxes of modern covers and found some labels/cinderella usages. I wonder if these were simply mistakes by the senders (as opposed to intentional) since it seems odd to me that anyone would risk intention mis-use when making a power bill payment.

Probably intentional. I have seen a large number of similar usages to pay these types of bills; once came across about 40 or 50 from a collector who worked for a power company back in the 70's and 80's.

Aided by the fact that they're not that dissimilar to some US postage stamps. What you need is one of those monarch's heads in the corner.
