2 St. Bulgaria ,1911 Issue- Error.

Does someone has in he's collection a similar error of a Bulgaria 2 st. 1911 issue- printed partially only left outer frame of the
stamp and wath could it's value be ?

Is this maybe printers waste that was saved from the garbage, and has never been to the post office?
