Any experts here have an opinion on whether it is genuine or modified/forged/etc, and knowledge on what its approximate worth is today?

Redrawn Top Line means it's a Type IV, #9. Don't ever buy one of these without a cert. Simply not worth the chance that it might be good. Cuz it won't be.

Look at the left side ornaments. They are at best weakly blurred and definitely not complete, so it can't be a #5. See the Siegel census or the Philatelic Foundation site to see how a #5 should look.

The stamp is altered as others have explained.

It originated from position 3R1L, and is a Ty IV, #9 no doubt.
The double bottom recut typical of this position along with guide dot and other easy to see features make this easy to plate and identify as a #9.
