How intact the gm is only affects the value of an unused stamp. There is no extra value to a used US stamp with gum over one with no gum.

The cancel on the 1c is not a precancel.

is it possible to remove it with gum somewhat intact on the stamp?

Yes, but the operative word would be "somewhat." You could sweat a stamp off an envelope and have some gum left, or the stamp could have only been partially attached in the first place. With respect to your original question, neither of those conditions would make the stamp more valuable or desirable, from the point of view of gum condition, than an unused stamp that had been hinged. Apples and oranges. Your one-cent Pan American, if the reverse shows full gum, has either never actually been attached to an envelope or has been doctored in some way.

Please see the next to the last post on the first page where it clearly demonstrates this is a portion of a Pneumatic machine cancel.

Thus logically it also HAD TO BE attached to an envelope when it passed through the post office and somehow became detached with a majority of its gum remaining.
