I'm measuring the perfs on my 1922 series and came across this Grant that measures 11.7 x 10.5.
I read that pieces measuring over or under by 0.2 is normal, but what can be said about this?

That is a #692. Not sure about the perf gage you are using but the 11c Harrison of that series can only be p11x11 (flat plate) or p11x 10.5 (rotary press). Unless someone else knows of an unlisted variety, there are only two choices here.

In your third image, the stamp is clear, but the perf gauge is quite grainy, evidence of a cheap gauge. I would discard it and get a quality gauge and also test the new gauge for accuracy.

In the interim, I would use another stamp of known gauge instead. As an example, use a low value stamp from the 1938 presidential series, which must be perf 11 x 10.5 and compare it to your 11 cent HAYES.

Thanks for the replies, and you're probably right about the gauge. For some reason they're really hard to find in Japan, but I'll keep looking.

I measured out my $5 Freedom because the perforations are clean and it's perf. 11. Then I put the Hayes on top of it.
The sides match perfectly but the top/bottom definitely seem off:

Yet when placed end to end they seem to match-up quite nicely.
