I do not know but it is interesting. I would have to do more research to be sure; that said : My quick intuition is that it might be from a booklet which had a pane of 4 stamps and with 13.2 perfs. Just preliminary viewpoint which could be incorrect. If I have a booklet (or someone on the community) that would be instructive.
Tommy might be on to something. Maybe from a booklet pane that was perforated upside down? Jus has to be Nfld Boy! The funniest " imperf pair" I have ever seen?
